What to Expect

The Federal Ministry of Health and Social Welfare, through the National Malaria Elimination Programme (NMEP), has announced the launch of the 2025 Nigeria Malaria Indicator Survey (NMIS) and the 2026–2030 National Malaria Strategic Plan. The launch is scheduled for Thursday, 22 October 2026, in Abuja.

The two initiatives are intended to strengthen Nigeria’s response to malaria. The survey is expected to provide evidence about malaria prevention, diagnosis, treatment and household practices, while the strategic plan is intended to guide national policy, programme implementation and funding over the next five years.

READ MORE ON NYSC Safety Tips for Corps Members in 2026

The announcement marks an important step in Nigeria’s malaria-control efforts. However, the effectiveness of the initiatives will depend on the quality of the survey findings, the priorities established in the strategic plan and the resources committed to implementing them.

The announcement outlines four central objectives:

Launch the 2025 Nigeria Malaria Indicator Survey.

Introduce the National Malaria Strategic Plan for 2026–2030.

Improve the evidence available on Nigeria’s malaria situation, progress and challenges.

Use the evidence to guide national interventions and resource allocation.

The announcement itself does not provide the full survey findings or the detailed contents of the new strategic plan. It should therefore be treated as a launch announcement rather than a comprehensive assessment of Nigeria’s current malaria situation. A clearer picture will emerge when the complete survey report and strategic plan are publicly available.

What the 2025 Nigeria Malaria Indicator Survey Is Expected to Reveal

The Nigeria Malaria Indicator Survey is designed to generate population-based information on malaria prevention, diagnosis, treatment and household behaviour.

The survey is expected to help assess several areas, including:

Ownership and use of insecticide-treated mosquito nets.

Exposure to indoor residual spraying.

Access to malaria testing and diagnostic services.

Use of rapid diagnostic tests and microscopy.

Treatment-seeking behaviour.

Availability of recommended antimalarial medicines.

Prevention of malaria during pregnancy.

Public knowledge and awareness of malaria.

Differences between urban and rural communities.

Variations across states and geopolitical zones.

Access to prevention and treatment among poor, remote and displaced populations.

These findings matter because routine health-facility records may not capture the full burden of malaria. Some Nigerians seek care from private clinics, pharmacies, patent medicine vendors or traditional providers, while others may not seek formal treatment.

A population-based survey can help identify gaps that hospital statistics alone may not reveal. For example, households may own mosquito nets but fail to use them consistently. Similarly, a health facility may have diagnostic kits but lack trained personnel or a reliable supply of medicines.

The value of the survey will depend on the quality of its methodology, sample size, geographic coverage, data collection and analysis. Publishing these details alongside the findings would allow researchers, journalists and the public to assess the reliability and limitations of the results.

The National Population Commission has previously documented the establishment of a management committee for the 2025 survey, highlighting the importance of reliable data for monitoring malaria-control programmes and identifying service-delivery gaps.

What the 2026–2030 National Malaria Strategic Plan Should Address

The new strategic plan is expected to establish the direction of Nigeria’s malaria response over the next five years. To be effective, it should set clear priorities, measurable targets, institutional responsibilities, financing arrangements and monitoring systems.

Malaria transmission and healthcare access differ across Nigeria. Rainfall, temperature, flooding, housing conditions, sanitation, population movement and access to medical services can all influence infection risks.

A national strategy should therefore establish consistent standards while allowing states and local governments to adapt interventions to local conditions. The needs of a densely populated urban area may differ from those of a remote rural community, a flood-prone settlement or a community affected by displacement.

Prevention and Vector Control

Insecticide-treated mosquito nets

Insecticide-treated nets remain a central tool for malaria prevention. However, the success of distribution campaigns should not be measured solely by the number of nets purchased or distributed.

Authorities should also assess whether nets reach the intended households, whether families receive enough nets, whether the nets remain usable and whether people use them consistently. Children and pregnant women should receive appropriate attention, while damaged or worn-out nets should be replaced when necessary.

Public education is also important. Communities need practical information on the correct use and care of mosquito nets.

The World Health Organization identifies insecticide-treated nets and indoor residual spraying as core vector-control interventions. Insecticide resistance remains a concern, making appropriate product selection and monitoring important parts of malaria-control programmes.

Indoor residual spraying

Indoor residual spraying may be useful in suitable locations, but its effectiveness depends on proper application, community acceptance, monitoring and the use of effective insecticides.

The strategic plan should clarify where spraying will be conducted, how communities will be informed and how authorities will monitor insecticide resistance and intervention effectiveness.

Environmental conditions

Malaria prevention also requires attention to environmental conditions. Stagnant water, blocked drainage systems, flooding and poor waste management can create conditions favourable to mosquito breeding.

The National Malaria Elimination Programme will need to work with state and local government agencies responsible for sanitation, environmental management, housing, urban planning and flood response.

Prevention efforts may have limited impact if environmental conditions continue to support mosquito breeding and transmission.

Diagnosis and Treatment

Testing Suspected Malaria Cases

Fever may be caused by malaria or another illness. The World Health Organization recommends confirming suspected malaria cases through parasite-based testing, using microscopy or a rapid diagnostic test.

The strategic plan should support access to reliable testing at primary healthcare facilities and other appropriate points of care. It should also address:

Availability of diagnostic kits.

Training and supervision of health workers.

Quality control and accurate interpretation of test results.

Referral systems for severe cases.

Affordability of diagnostic services.

Proper recording and reporting of test results.

Testing alone is not enough. Patients must also be able to access appropriate treatment, and health workers need the supplies and training required to manage confirmed cases.

Access to Effective Treatment

Early and appropriate treatment can reduce the risk of severe malaria and death. The WHO identifies artemisinin-based combination therapies (ACTs) as the recommended treatment for uncomplicated Plasmodium falciparum malaria in many settings.

The strategic plan should address the availability of quality-assured medicines, correct prescribing, treatment adherence, referral of severe cases and monitoring of drug resistance.

Private healthcare providers also need attention. Many Nigerians obtain medicines from pharmacies, private clinics and patent medicine vendors. Appropriate training and guidance can help these providers support testing, responsible treatment and timely referrals.

Public education should discourage incomplete treatment courses, sharing medicines and using leftover drugs without professional advice.

For further guidance, readers can consult the World Health Organization’s malaria fact sheet.

Funding and Financial Sustainability

A strategic plan cannot deliver meaningful results without adequate and predictable funding. The government should make the plan’s financial requirements clear by publishing:

The estimated total cost of implementation.

Available government funding.

Expected contributions from development partners.

Major funding gaps.

Priority interventions.

Financial monitoring and reporting arrangements.

Plans for long-term sustainability.

Malaria programmes may depend substantially on external assistance. Although donor support is valuable, sustained progress also requires stronger domestic financing and government ownership.

Budget approval alone does not guarantee implementation. Funds must reach states, local governments, healthcare facilities and communities on time to support the purchase of supplies, outreach activities and the retention of trained personnel.

Transparent financial reporting would help the public assess whether approved resources are being used for their intended purposes.

Monitoring, Evaluation and Accountability

The strategic plan should establish measurable indicators and a regular reporting system. Progress should be reviewed annually rather than assessed only at the end of 2030.

Potential indicators include:

The percentage of households with at least one usable insecticide-treated net.

The percentage of children sleeping under treated nets.

The percentage of suspected malaria cases tested.

The availability of recommended antimalarial medicines.

The percentage of eligible pregnant women receiving preventive treatment.

Malaria incidence and mortality by state.

The time required to identify and respond to outbreaks.

The completeness of healthcare-facility reporting.

Coverage of remote and underserved communities.

Programme spending compared with approved budgets.

Monitoring should distinguish between activities, outputs and outcomes. Distributing mosquito nets is an activity; the number of households receiving them is an output; consistent use and reductions in malaria cases and deaths are outcomes.

The NMEP should publish periodic progress reports that document achievements, implementation gaps and corrective measures. Strong surveillance systems can help authorities identify affected populations, track changing disease patterns and assess whether interventions are working.

Potential Challenges to Implementation

Several factors could limit the impact of the new strategic plan if they are not addressed.

These include:

Inadequate or delayed funding.

Weak coordination among federal, state and local authorities.

Insecurity in some communities.

Poor roads and high transportation costs.

Flooding and changing climate conditions.

Insecticide and antimalarial drug resistance.

Inconsistent supplies of diagnostic kits and medicines.

Shortages of trained health workers.

Low or inconsistent use of mosquito nets.

Self-medication and delays in seeking treatment.

Weak reporting by private providers.

Poor data quality.

Duplication of programmes.

Unequal access to healthcare.

The strategic plan should identify these risks and set out practical mitigation measures. It should also allow interventions to be adjusted as new evidence emerges and transmission patterns change.

What State and Local Governments Need to Do

Federal policy will have limited impact without effective implementation at state and local levels. State and local governments should translate national objectives into funded local plans and prioritise communities with a high malaria burden.

Their responsibilities should include strengthening supervision of primary healthcare facilities, monitoring stocks of diagnostic kits and medicines, supporting local health education and reporting implementation problems promptly.

Community participation is also important. Traditional, religious and community leaders can help communicate prevention messages, encourage appropriate treatment-seeking behaviour and identify barriers to accessing healthcare.

Malaria-control activities should also be coordinated with environmental sanitation, drainage management and other relevant public services.

The Role of Development Partners, Civil Society and the Media

Development partners and civil society organisations can support implementation by aligning financial and technical assistance with the national plan. Support should strengthen existing government systems rather than create parallel structures that may be difficult to sustain.

Independent monitoring, research into local barriers, transparent reporting of funding commitments and community participation can improve accountability.

The media also has a responsibility to report the survey findings accurately and in context. Journalists should distinguish suspected cases from confirmed infections, avoid sensational headlines, consult qualified health experts and provide practical information about prevention and treatment.

Coverage should continue beyond the launch ceremony. Monitoring the release of the survey report, the publication of the strategic plan and progress against its targets will help the public understand whether commitments are being implemented.

Why the Initiative Matters for Nigeria

Nigeria continues to face a substantial malaria burden. According to the WHO World Malaria Report 2025, Nigeria accounted for an estimated 31.9 per cent of malaria deaths in the WHO African Region in 2024.

This burden makes reliable data, effective prevention, timely diagnosis and appropriate treatment important public-health priorities.

The launch of the 2025 Nigeria Malaria Indicator Survey and the 2026–2030 National Malaria Strategic Plan therefore represents an opportunity to strengthen the country’s malaria response. However, the announcement alone does not establish how much progress will be achieved.

The public will need access to the complete survey findings, clear targets, adequate financing and regular updates on implementation. States and local governments will need sufficient resources and technical support, while communities need reliable access to prevention, diagnosis and treatment.

Ultimately, the success of these initiatives will be measured by their practical impact. If the survey findings guide targeted funding, stronger surveillance, better diagnosis, effective treatment and improved protection for children and pregnant women, they could help strengthen Nigeria’s malaria-control efforts.

If the evidence remains in official documents without sustained implementation, however, the public-health benefits will be limited.

Nigeria is launching the 2025 Malaria Indicator Survey and a five-year national strategic plan.
